KIOSKS IN PENNSYLVANIA

Built for the room Pennsylvania actually has

A medical counter runs on consults, and consults take time. Kiosks give the patients who already know their order an express lane — browse, build the cart, check out in three fields (first name, last name, phone number) — so your staff’s time goes to the patients who need it. Run them as true self-service or budtender-assisted; either way you serve more people per hour without staffing for it.

Seed kiosk showing a larger average order

40% higher average order value

Nobody explores add-ons while a line forms behind them. Kiosks let patients browse without the clock — and our recommendation engine suggests relevant products at the moments that matter. Less rush, bigger carts.

150% more loyalty sign-ups

Enrollment happens at the kiosk, mid-order, with no extra step at the counter — which is why stores see dramatically more sign-ups than on standard kiosks. Loyalty grows while the line moves.

Your brand on the glass, not ours

Kiosks are fully white-label: your colors, your logo, your voice. And checkout asks patients for exactly three things — first name, last name, phone number — because sixteen form fields is how you end a line-skipping express lane.

IN-STORE SCREEN RULES · PENNSYLVANIA

What you can show on screens in Pennsylvania

Pennsylvania requires that all promotional, advertising, and marketing materials be approved by the Department of Health before use and be consistent with the federal prescription-drug advertising rule, 21 CFR 202.1. The regulation states no exemption for in-store menus or screens, but the Department’s approval form attests that submitted materials will not be provided to patients or the public at the facility, so how the Department treats in-store screens is not settled; confirm with the Office of Medical Marijuana before deploying promotional content. "Advertising" is defined as publication for a fee, and product lists a grower/processor supplies to a dispensary are exempt. Screens should not advertise free product, which is prohibited outside Department-approved financial assistance, or purchases conditioned on buying a device or service, and any device or service promoted needs prior written Department approval. No provision on window visibility, warnings, consumption imagery, sign size, or video displays was found; only limited-access and patient-area signage is mandated.

Applies to: medical only; every medical marijuana organization. Regulator: Pennsylvania Department of Health, Office of Medical Marijuana.

  • All promotional, advertising, and marketing materials must be approved by the Department before use; no exemption for in-store menus or screens is stated, and no fee is stated. “Promotional, advertising and marketing materials shall be approved by the Department prior to their use” (28 Pa. Code § 1141a.50(b))
  • The Department’s approval form attests the materials will not be provided to patients or the public at the facility, so the treatment of in-store screens is not settled; ask the Office of Medical Marijuana. (DOH Request for Approval form (03/2024))
  • Advertising and marketing must be consistent with the federal prescription-drug advertising regulation. “a medical marijuana organization shall be consistent with the Federal regulations governing prescription drug advertising and marketing in 21 CFR 202.1” (28 Pa. Code § 1141a.50(a))
  • "Advertising" is defined as publication or circulation for a fee to induce patronage; the pre-approval clause also reaches promotional and marketing materials without that limit. (28 Pa. Code § 1141a.21)
  • Product lists a grower/processor gives a dispensary are exempt from the advertising rule. (28 Pa. Code § 1141a.50(c))
  • No free product except Department-approved financial assistance; no conditioning dispensing on buying a device, instrument, or service. No rule restricting price or discount advertising was found. “Provide medical marijuana products at no cost or free, unless the patient is approved for financial assistance by the Department” (28 Pa. Code § 1161a.27(e))
  • Devices and services offered in the dispensary need prior written Department approval; items unrelated to medical marijuana use may not be sold. (28 Pa. Code § 1161a.27(c), (e)(4))
  • Not addressed in the regulation: window visibility, warnings on ads, consumption imagery, minor-appeal imagery, sign count or size, and video or motion displays. Required signage is limited to limited-access and patient areas. (28 Pa. Code § 1161a.26(e); Chapters 1141a and 1161a)

Potency on menus: No rule found for menus or screens. Products dispensed must be identified by THC and CBD percentage, and labels must list them (28 Pa. Code § 1161a.28).

Where the rule is "keep it accurate," a menu that reads from the POS does the work: sold-out products drop off on their own and the price on the wall is the price at the register. Where the rule is about content, the layout and the campaign are yours to keep inside the lines.

Kiosks in Pennsylvania: questions, answered

Do Pennsylvania dispensaries use self-service kiosks?

Yes — self-service is standard equipment in modern dispensaries, the same way it is in airports and quick-service restaurants. Seed runs screens in 950+ storefronts across 36 states and D.C. Pennsylvania’s capped medical market means every permit serves real volume — patients, not browsers, and they want in and out.

Does a Seed kiosk work with my POS?

That’s the point of it. Kiosks populate from your live inventory through our API integrations — Dutchie, Treez, Blaze, Flowhub, COVA, and more — so patients only see in-stock products at the correct price, and orders land in your POS for fulfillment. See how the sync works.

Will the kiosk say Seed on it?

No — your kiosks are white-label. Your brand, your colors, your menu. Patients experience your store, not our logo.

Will self-service replace my budtenders?

Only as much as you want it to. Some stores run kiosks as the primary ordering channel and point staff at fulfillment; others use them as a pressure valve for rush hours. Your floor, your call — the kiosk just makes the choice available.

What does a kiosk cost?

Seed pricing is per location with unlimited screens and users — a kiosk doesn’t add a line item. Hardware runs on Elo touchscreens or iPads (2018 and newer). The full breakdown, hardware included, is in our dispensary kiosk cost guide.

How fast can my store go live?

Most stores go from signed to screens live in about a week. Book a demo — we’ll show your actual menu on a kiosk, not a mockup.
